In short: Paris, France is set to implement a program that will place thousands of low-cost rental bikes throughout the city. Users will pay about $15 a year for usage, plus a trip fee that amounts to $0 for the average short city trip – the first half-hour is free.

The picture, above, is from the Seattle Times. It shows a similar public bike-rental stand in Lyon, France.
