I thought I&#8217;d see it on the canal but there is too much development on the east side, so I doubled back and went downtown. Why does it have an airplane on it? Is it charting a course for Canada&#8217;s New Government? That might explain a lot.</p><p><img

The issues are pretty simple. It&#8217;s harm reduction. Too bad the mayor, two police chiefs, and 2/3 of city council just can&#8217;t quite seem to grasp it.</p><p>What did we do to deserve this bunch?
